Webspace
There are many providers of free web-hosting in the world. If you need one, you can choose from the database of www.freewebspace.net using various criteria. By the way, I found my current hoster just there.
Typical free web-hosting usually includes only webspace and URL such as http://www.chat.ru/~alemasov/. To get more complicated services (for exampe, CGI and SSI support) is a little bit harder. But recently there appeared some hosting companies which allow such services for placing an ad on every of your pages. They also can give you a third-level domain name, thus adding more professional look to your site.
You can also look out for a site (usually new Internet portal) searching for interest projects and represent your content to its stuff. If they like it, you'll be given all the resources you need.
If your project contains non-English pages, it is better to search for webspace provider in your country. Languages with non-Latin writing usually have more than one codepage used on the Web. For example, Russian pages may be in Windows-1251, KOI-8R, DOS-866 or Mac encoding. National providers have all the means to handle with variety of codepages. Otherwise, you have to manage yourself (just like me:-).
